We must then deal with the millions of people who have left the lands of their ancestors to find a better life, to find the American Dream. We must separate their destiny from those who are merely using our country to escape the repercussions of crimes committed elsewhere.
To deal with the newly immigrated we must have a more efficient, rapid and mandatory program of English instruction, and of understanding our society, its laws and government. We must find a way to assimilate those who have come here during the decades when our officials turned a blind eye to the influx of undocumented immigrants.
